Analysis Group Team’s Pro Bono Analysis of Towing Fees and Their Economic Impact on the Poor
As part of a pro bono initiative, Boston Managing Principal Aaron Yeater, San Francisco Senior Advisor David Sosa, and Menlo Park Vice President Peter Hess led a team, including Manager Deepshekhar Gupta and Analysts Alex Enrique and Claire Yin, that worked with the Lawyers’ Committee for Civil Rights of the San Francisco Bay Area (LCCR-SF) on a policy report titled “Towed into Debt: How Towing Practices in California Punish Poor People.” LCCR-SF legal staff frequently work with low-income people facing large towing fees who are unable to retrieve their vehicles. By analyzing towing data from 20 cities across California, Analysis Group’s research highlighted the severity of the economic impact of vehicle towing on those living in poverty.
LCCR-SF used the study to educate those who establish parking policies and towing fees about the impact of using towing as a means of debt collection. In response to the report’s findings, California State Assembly member David Chiu introduced a bill that would end the practice.
