Cost-Benefit Analysis on Behalf of Brayton Point Station

Analysis Group and our academic affiliate Professor Robert Stavins were retained by USGen New England to assist in the US Environmental Protection Agency's permitting process for its Brayton Point facility. We conducted a cost-benefit analysis on behalf of Brayton Point Station to evaluate alternative technologies being considered to reduce water flow and thermal discharge in compliance with Section 316(b) of the Clean Water Act. The analysis properly accounted for the timing of the costs and environmental benefits. We worked with biologists and marine-resource economists to estimate the value of the recreational and commercial benefits to society from increased fish stocks.
