In re: The Application of Transource Maryland LLC for a Certificate of Public Convenience and Necessity

An Analysis Group team led by Managing Principal Pavel Darling supported Senior Advisor Susan Tierney, who testified on behalf of Transource Maryland before the Maryland Public Service Commission (“the Commission”) regarding the siting of the Independence Energy Connection Project, a transmission line project connecting parts of Maryland and Pennsylvania to increase deliverability of power in the region.

Transource was seeking a certificate of public convenience and necessity (CPCN) to construct two interstate transmission lines connecting certain substations in Maryland and Pennsylvania to relieve economic congestion on the regional transmission system. Dr. Tierney testified on the economic and public policy bases for the project, as well as its potential benefits to Maryland consumers. Subsequent to Dr. Tierney’s testimony, and as a result of negotiations resolving siting concerns, Transource subsequently requested that the Commission approve a settlement agreement and stipulation to limit the “greenfield” development to the western portion of the transmission project, and grant a CPCN waiver to allow an alternative infrastructure upgrade on the eastern portion involving existing transmission. The Commission approved the proposed agreement.
