NTE Connecticut, LLC application for a Certificate of Environmental Compatibility and Public Need

Analysis Group Principal Paul J. Hibbard was retained by NTE Energy to support its application to build the Killingly Energy Center (KEC), a dual-fuel electric generating facility in Killingly, Connecticut. Mr. Hibbard filed testimony on behalf of NTE with the Connecticut Siting Council (the council) detailing the need for and potential benefits of adding KEC to the resource mix for Connecticut and New England.

In his written testimony to the council, Mr. Hibbard highlighted several reasons for KEC’s importance to the region’s power supply, including enhancing power system fuel security, supporting the integration of renewal resources, and lowering New England’s greenhouse gas emissions. In view of these factors, he wrote in his testimony, KEC is “needed for the reliability of electric supply of Connecticut and the New England region,” and will “contribute to the competitiveness and efficiency of the New England Independent System Operator (ISO-NE) wholesale electricity markets.”

In February 2019, KEC cleared the regional ISO-NE’s forward capacity auction, obtaining a capacity supply obligation starting in 2023. In June 2019, the council issued an opinion approving the construction of KEC, holding that there was a public benefit to the project, that KEC was necessary for the reliability of the state’s electric power supply, and that it did not conflict with the state’s environmental policies.
