Stranded Cost Measurement

Analysis Group affiliate Edward Kahn developed estimates of the value of the generation assets of American Electric Power Company's Ohio subsidiaries, Columbus and Southern Power and Ohio Power. His estimates were based on simulation of future power prices over the very large geographic region in which these assets trade and compete; the valuation also considered different levels of pollution control investment. His analysis was presented in testimony before the Ohio Public Utilities Commission.
