Wholesale Market Design Analysis

On behalf of a group of generators and marketers in New England, our team, led by Senior Advisor Susan Tierney, provided a variety of consulting services to support the development of a proposal for a Northeast regional transmission organization. We provided a range of strategic advice with regard to market structure; design and rules; governance and independence; market monitoring and mitigation; pricing and congestion; transmission operations and expansion planning; coalition building; participation and representation in meetings and mediation forums, including presentation of the group's proposal; and regulatory advice and support. During the course of the engagement, work products included memoranda; white papers; qualitative analysis; position papers; presentation materials; representation of the companies at various meetings, including with federal and state regulators and policymakers; and negotiations.
