Dr. Ross’s regulatory and policy experience in the electricity sector includes studying the economic and market consequences of alternative policy approaches for future decarbonization and analyzing volatile fuel markets for the purpose of modifying regulations related to fuel security. His work has been published in The Electricity Journal, The Journal of Human Resources, and Economic Development and Cultural Change.
