Dr. Baker specializes in the application of economic analyses to antitrust and competition, energy and environment, commercial dispute, class certification, and damages litigation matters. He has supported experts in agricultural and pharmaceutical class certification and damages matters, and provided consulting support in agricultural settlement negotiations and a pharmaceutical price-fixing case. As part of his energy and environment work, Dr. Baker coauthored a white paper assessing the climate change impacts of various types of energy-savings incentives. He has published articles on water economics and policy in publications such as the Journal of the Association of Environmental and Resource Economists (JAERE), Water Policy, and the Journal of Water Resources Planning and Management. Dr. Baker has also served as a reviewer for JAERE.
