Analysis Group Supports Ameren Power Company in Hearing Before Illinois Commerce Commission

Analysis Group was retained on behalf of the electric utility Ameren, an intervenor in a regulatory proceeding before the Illinois Commerce Commission (ICC) in which GridLiance Heartland was attempting to facilitate its ability to recover the costs of electric transmission facilities associated with the former Joppa coal-fired power plant.

An Analysis Group team led by Manager Phillip Ross supported Principal Todd Schatzki, who provided expert testimony on the economic costs and benefits of the transmission facilities. Dr. Schatzki’s direct and rebuttal testimonies countered the testimony of GridLiance’s experts, who claimed that the transmission assets would lower the cost of power for Illinois customers. Dr. Schatzki assessed and critiqued the opposing experts’ methodologies, assumptions, and energy market modeling, showing that the GridLiance experts ignored the transmission facilities’ capital and operating costs and inaccurately measured customer costs given the state’s regulatory structure. The result, Dr. Schatzki opined, was a flawed conclusion regarding potential cost savings because the transmission assets “impose far more costs on customers than any of the purported benefits that GridLiance assumes might be derived from the transmission assets.”

Ameren and GridLiance entered into a stipulation agreement favorable to Ameren.
